Competition for modern greenhouses construction of the same type by industrial methods in Tashkent region

ANNOUNCEMENT
Proposals from manufacturers and contractors in construction field modern greenhouse will be accepted that delivering, construction and submitting of the same type of modern greenhouses by industrial methods ("turnkey") during 2021-2022 years in districts of Tashkent region: Zangiota, Toshkent, Yuqorichirchiq, Yangiyo’l, O’rtachirchiq, Qibray and Ohangaron
Manufacturers and contractors may participate in the following lots with their proposals:
Lot 1: Construction of a modern greenhouse complex on 50 hectares in Zangiota district;
Lot 2: Construction of a modern greenhouse complex on 54.25 hectares in Tashkent district;
Lot 3: Construction of a modern greenhouse complex on 55.9 hectares in Yuqorichirchiq district;
Lot 4: Construction of a modern greenhouse complex on 51 hectares in O’rtachirchiq district;
Lot 5: Construction of a modern greenhouse complex on 50.6 hectares in Yangiyo’l district;
Lot 7: Construction of a modern greenhouse complex on 50.7 hectares in Ohangaron district.
Contestants have the opportunity to participate in one or more of the above lots (for the construction of a greenhouse complex of up to 5 hectares).
Sample project documents (terms of reference) are attached.
Manufacturers and contractors must submit their proposals with the following documents:
- commercial proposal for construction and commissioning of modern greenhouse complexes (total cost of the project, value per 1 hectare, soil and concrete works, insurance value, transportation costs, installation work "turnkey", customs duties and value added tax must be specified separately);
- documents on state registration of the manufacturer and contractor (certificate, act and other relevant documents);
- design estimates for the construction of modern greenhouse complexes (separately for each lot);
- Copies of contracts for the construction of greenhouses for the last five years and documents of delivery and acceptance;
- Information on the contractor's money turnover for the last three years;
- Information on the environmental impact of the construction of modern greenhouse complexes.
The winner of the competition for the construction of modern greenhouses will be determined on the basis of the following evaluation criteria:
1. The Contractor has completed similar projects in the last five years:
a) availability of greenhouse complexes with an area of not less than 5 hectares, carried out by the contractor in the last five years;
b) the number of greenhouse complex projects implemented by the contractor in the last five years;
c) the average value of the contractor's money turnover for the last three years.
2. The cost of the commercial offer of the contractor for the implementation of the project.
3. Proposal for the duration of the project.
4. Compliance of the commercial offer with the specified technical conditions.
5. Compliance of the submitted proposal with the requirements of national and international legislation on environmental safety.
6. A greenhouse complex built by a manufacturer or contractor must have a
2-year warranty.
7. In order to support local producers in the competition, in the evaluation of their proposals, in accordance with international practice, preference is given to domestically produced goods in the amount of not more than 15% of the CIP (Uzbekistan) price of imported goods.
Proposals are studied and evaluated by the tender commission in accordance with the procedures and principles specified in the legislation of the Republic of Uzbekistan.
Bids will be accepted by the Agency for Horticulture and Greenhouse Development under the Ministry of Agriculture of the Republic of Uzbekistan until 17:00 on February 15, 2021.
Producers and contractors wishing to participate in the tender may obtain tender documents and additional information from the Agency for Horticulture and Greenhouse Development under the Ministry of Agriculture of the Republic of Uzbekistan.
